An appeal has been made to the Secretary of State against the decision of Thanet District Council to refuse planning permission for the development.

The appeal will be determined on the basis of an inquiry. The procedure to be followed is set out in the Town and Country Planning Appeals (Determination by Inspectors) (Inquiry Procedure) (England) Rules 2000, as amended.

Arrangements for the inquiry have now been finalised by the Planning Inspectorate. The Inspector appointed to decide the appeal is B Webb BA(Hons) MA MA MSc PGDip(UD) MRTPI IHBC.

The inquiry will open as an in-person event to be held at Thanet District Council, Council Chamber at 10.00am on Wednesday 5th November 2025. The inquiry is to be held predominantly as an in-person event, with one day as a virtual event anticipated to run from approximately 10:00-17:00. It is currently scheduled for 8 sitting days spread out over a 4 week period as detailed below:

Week 1 - In-Person event - Wednesday 5th and Thursday 6th November 2025 (2 Days) (Venue: Council Chamber)

Week 2 - In-Person event - Tuesday 11th to Thursday 13th November 2025 (3 Days) (Venue: Council Chamber on 11th and 12th and Austen Room on 13th)

Week 3 - No events scheduled

Week 4 - Virtual event - Monday 24th November 2025 (1 Virtual day + 2 Reserve Days)

In-Person event - Tuesday 25th to Wednesday 26th November 2025* (Venue: Austen Room on 25th and Council Chamber on 26th)

*Please note: The in-person event days in week 4 are reserve days and are subject to change, these dates will be confirmed during the Inquiry proceedings.

The deadline for making representations in relation to the appeal has now passed. Therefore there is no further opportunity for interested parties to comment at this stage of the appeal process.

In relation to the virtual event on Monday 24th November 2025, it will be held using Google Meet, the meeting room will be open and available to join from 9:30am onwards. To attend the public inquiry’s virtual event please follow the instructions below:                              1. Please use Google Chrome to access the meeting where possible. You do not need a Gmail account to join the meeting.                      2. Please find below the link to join the meeting using Google Meet if joining from a computer. You should join the meeting 15-30 minutes before the start time above to ensure that you are admitted before the Inspector joins.        4. If you haven't used Meet before, it may ask for permission to access your camera and microphone (you should click Allow at this stage).                                                                                                                                                                                                           5. You will be asked to type in your name - please do not use your email address as this will be visible to everyone in the meeting.           6. Then click 'Ask to join' or 'Join' to access the meeting.                                                                                                                               7. To limit background noise, participants are asked to mute their microphones when they are not speaking.                                               8. Please do not speak unless you are invited to by the Inspector. The preferred way of indicating that you wish to speak is through the ‘raised hand’ button within Google Meet.
